某市政府于一九八二年九月二十七日决定将经济效益差的企业实行关停,这是无可非议的。但是对关停企业的债权债务却没有得到及时清理与合理安排,给一些与其有经济往来的企业带来损失。据初步了解,某市这些关停企业尚欠全国各地一百多个单位的购货款达八百多万元。笔者所在单位就是其中受害者之一。我们在向该市催收贷款的过程中,市政府和关停企业留守处的问志说:这是国家调整改革中出现的问题,反正都是国营企业,到时办个手续,作呆帐损失处理。听后令人惊
