2006年我在《人民日报》发表过一篇短评,阐述的一个基本观点是:图书馆制度是支撑现代社会和谐发展的基石。为什么是“基石”?因为社会的和谐发展、政体的有效运行,有赖于全体社会成员的建设性参与。建设性参与的前提是参与者必须具有基本的价值判断能力和履行社会责任的能力。这种能力的培育,一靠开发民智,二靠普及知识和信息。缘此,现代社会中的义务教育制度和图书馆制度应运而生,二者同源而异流,殊途而同归。联合国教科文组织《公共图书馆宣言》开宗明义那段话阐述的就是这一原理。
In 2006, I published a short commentary in People’s Daily. I elaborated a basic viewpoint: the library system is the cornerstone of the harmonious development of modern society. Why is “the cornerstone?” Because of the harmonious development of society, the effective operation of the government depends on the constructive participation of all members of society. The premise of constructive participation is that participants must have basic ability to value judgment and fulfill social responsibility. Cultivation of this ability depends on developing the wisdom of the people and on universal access to knowledge and information. As a result, the compulsory education system and the library system in modern society came into being. This is the principle elaborated in the opening statement of the UNESCO Public Library Manifesto.
