一、城市交通安全文化建设的背景分析1.城市交通安全文化建设的必要性随着我国城市化建设步伐的不断加快,我国的城市交通情况越来越不容乐观。如何有效疏导交通,降低交通事故率是城市居民最为关心的问题之一。通过对城市交通事故的原因分析,可发现约80%～85%的交通事故是由于交通违法行为造成的。在制度不可谓不全、管理不可谓不严、惩罚不可谓不重的情况下,为什么交通违法行为还是频繁发生?归根结底还是交通参与者的安全理念不强,安全意识淡薄,安全素质低下,没有严格遵守道路安全的规章制度,导致了他们在交通安全行为上的偏差。
