他出生于一个普通藏族家庭。从技术员、车间主任、厂长、副局长,到县委书记、地区专员、地委书记、拉萨市委书记、自治区主席、自治区人大常委会主任,直到全国人大常委会副委员长。对自己的成长过程,他多次真诚地表示感恩:“从基层工作到现在这个岗位,我离不开党的培养,离不开各族人民的信任,离不开同志们的关心、支持和帮助。可以说,我遇到了一个好时代,遇到了一些非常开明、高度重视培养少数民族干部的领导同志。”
He was born in a common Tibetan family.
