南方水稻黑条矮缩病主要是由迁飞性害虫白背飞虱传播的植物病毒病,其发生流行不仅可造成水稻严重减产,而且对玉米也构成不同程度的危害。据专家分析,该病害流行风险高、治理难度大、防控药剂少,一旦蔓延流行,将严重影响农业增产增收。为有效控制该病流行蔓延,农业部将在重点地区组织开展联防联控行动。现将有关事宜通知如下。

According to expert analysis, the epidemic risks of the disease are high, the treatment is difficult, and the prevention and control medicaments are few.
