我国森林法中,不仅明确规定了属于全民所有和集体所有的宜林荒山荒地,由林业和其他主管部门组织造林;属于集体所有的宜林荒山荒地,由集体经济组织组织造林。而且还规定了个人或集体可以承包全民所有和集体所有的宜林荒山荒地造林。
In our country’s forest law, not only the afforested and barren hills that belong to the whole people and the collective are not clearly defined, afforestation is organized by the forestry and other competent departments; the afforested barren hills and wastelands belonging to the collective are organized by the collective economic organizations for afforestation. But also stipulates that individuals or groups may contract afforestation owned by the whole people and collective afforested barren mountains and wasteland.
