提高领导干部民主生活会质量,首先要弄清质量标准。应该看到在改革开放和社会主义市场经济条件下,许多情况都发生了很大变化。与此相适应,民主生活会的主体,即领导干部队伍的结构和素质也发生了很大变化。领导干部结构更加合理,干部素质,尤其是文化、知识素质普遍提高。面对变化的现实,重新认识和思考民主生活会的质量标准,是非常重要的。在当前,对民主生活会的质量有两种看法:一是重新回到过去的作法上,即“回归论”;二是以廉政建设简单取代民主生活会的“代替论”。用“回归论”的观点认识现在领导干部民主
To improve the quality of democratic life of leading cadres, we must first understand the quality standards.
