1、中共北京市委八届三次全会通过的《关于贯彻党的十五届四中全会精神大力推进国有企业改革和发展的意见》,是认真落实中央《决定》,指导全市国有企业改革和发展的纲领性文件。各基层党组织要组织党员把学习《决定》和学习《意见》结合起来,认真领会精神实质,把思想统一到中央和市委全会精神上来。
