江苏省黄淮海平原农业综合开发,注重综合效益,择优安排工程项目,坚持集中治理,连片治理,治一片,成一片。受益一片,首批确定的水利工程有:徐沙河灌区建设、大沙河灌区治理、丰沛送水配套、连云港西部山区灌区建设、灌云除涝改制、洪泽湖周边洼地除涝改制、山丘区及平原高地治理、沭灌区低产田改造、淮涟灌区整治改造、滨海淤黄河开发、响水昔阳渠康庄老舍灌区建设等11个水利项目,并逐步开始实施。
