青岛市的废金属市场管理,已有八年的历史。在这八年中,我们运用行政法规,逐步建立和完善了废金属市场的配套管理机制,从而使青岛市的废金属市场管理工作走上了计划指导下的良性循环轨道,1983年至1990年八年,全市回收废钢铁58万吨,产值169,2万万元;回收利用废有色金属1800吨,产值820万元。在市财政收入中占有重要地位。实践证明,管好废金属市场,必须正确运用行政法规,把计划、供应、外运、价格、综合利用和宣传教育的六个方面,纳入管理体制,保证指导性计划的实现。
Qingdao’s scrap metal market management, has eight years of history. In these eight years, we used administrative regulations to gradually establish and improve the supporting management mechanism for the scrap metal market. As a result, the management of the scrap metal market in Qingdao took a virtuous circle under the guidance of the plan. From 1983 to 1990 In eight years, the city recycled 580,000 tons of scrap steel, the output value of 169,2 million yuan; recycling of 1,800 tons of non-ferrous metals waste, the output value of 8.2 million yuan. In the city’s financial income occupies an important position. Practice shows that, in the management of the scrap metal market, we must make proper use of administrative laws and regulations and incorporate the six aspects of planning, supply, outward transportation, price, comprehensive utilization and publicity and education into the management system so as to ensure the implementation of the guiding plan.
