The Chinese Academy of Social Sciences(CASS)launched the CASS Forum on International Studies in June this year.The first topic for the forum was on EU--US relationship after Iraq War.In mid-September the second CASS Forum was held on the title of“Latin American reforms and develOpment:Implications and Lessons for China”.More than seventy scholars participated in the two-day gathering. Four sessions were arranged for the forum:a general assessment of the reform programs;why Latin America often suffer from financial crises;lessons and experience of Latin America’S reforms;and what China can 1earn from Latin America. Keynote speeches and discussions were divided between the following tWO points: 1)Are the reforms in Latin America successful or not?While some people一一they called themselves“new left”一一said that it is a total failure,others argued that on the whole it has made notable achievements, but there are many shortcomings, and China should learn from the Latin American experiences. 2)How should we lc}ok at neoliberalism and/or Washington consensus.9 Some scholars said that neoliberalism and/or Washington consensus was the tool for the U.S. multinationals to open the Latin American market,and any country,like Argentina,following the neoliberal policies would meet a dead end.Others,however,believed that there are some reasonable points in neoliberalism and/or Washington consensus, and that distinctions should be made between neoliberalism and/or Washington consensus and the policy mistakes themselves.
