It is a crucial practical issue that enterprises should take the road of development. Western industrialized countries had conducted various forms of developmental experimentation with cost-benefit and quality-benefit as the center of their business. At present, consensus has been reached on a tentative basis. Taking the road of quality and efficiency is the correct way for enterprise development.
