12月12日,中国社科院发布《中国养老金发展报告2013》。报告显示,如果没有财政补助,2012年,我国19省份城镇职工基本养老保险基金当期“收不抵支”。报告显示,2012年城镇职工基本养老保险个人账户累计记账额(俗称“空账”)达到29543亿元,与2012年城镇职工基本养老保险基金累计余额23941亿元相比,超出5602亿元,与2011年相比,“空账”的缺口扩大了约240亿元。
