一、政府采购基本情况比较分析 (一)2002年湖北省政府采购运行情况 1.政府采购规模。2002年湖北省政府采购预算25.6亿元,比上年增加10.6亿元,增长70.8％;实现采购金额22.4亿元,比上年增加9.3亿元,增长71.5％,比预算节约资金3.2亿元,比上年增加1.3亿元,增长66％,资金节约率为12.5％。政府采购规模占GDP的比重为4.5‰,比上年提高1.7个千分点;占财政支出(全口径,包括中央专款)的比重为4.3％,比上年提高1.6个百分点。
