存在问题近年来,随着我国经济体制改革的深化和有计划商品经济的不断发展,煤炭企业计划管理工作也有所改进。一是计划重点正在从生产计划为主逐步转向经营计划为主上来,体现了以经济效益为中心;二是计划内容更为完善,中长期计划的编制逐步正规化,企业多种经营、人员培训也逐步纳入了煤炭企业计划体系;三是计划指标上体现了指令性和指导性相结合的思想,考核指标和增产指标结合运用;四是编制方法上有了新的探索和改进,编制手段进一步现代化。从而使管理工作更好地发挥了指导、组织、协调、控制作用,对提高煤炭企业经济效益起到了一定的作用。
