目的了解福建省、市、县(区)3级疾病预防控制中心(CDC)人力配置现状。方法通过国家疾病预防控制基本信息系统,获取2010年基本资料,从数量、年龄、学历、职称、专业等5个维度进行分析,并与2005年调查情况对比。结果全省CDC在岗人员较2005年减少7.6%,主要在县级;户籍人口与CDC人数2010年为1.18人/万人,比2005年的1.39人/万人下降了15.1%。平均年龄为43.2岁,比2005年(40.9岁)增加2.3岁。学历以中专37.8%、本科29.6%和大专25.1%为主,与2005年比较,高学历大幅增加,低学历下降。职称多为初级(34.0%)和中级(27.6%)水平。专业化程度较高,并以预防医学(33.5%)和医学专业(33.2%)背景为主。结论应加大财政经费保障力度,树立科学人才观,加快更新人才工作理念,建立人才发展规划长效机制。
Objective To understand the status quo of human resource allocation of CDC in Fujian Province, city and county (district). Methods Through the basic information system of national disease prevention and control, the basic information of 2010 was obtained and analyzed from the five dimensions of quantity, age, education, professional title and specialty, and compared with the survey in 2005. Results The number of CDC staff in the province decreased by 7.6% compared with that of 2005, mainly at county level. The population of registered permanent residence and CDC in 2010 was 1.18 persons / million, down 15.1% from 1.39 persons / 10,000 in 2005. The average age was 43.2 years, an increase of 2.3 years from 2005 (40.9 years). Education background: 37.8% of secondary school graduates, 29.6% of undergraduates and 25.1% of college graduates. Compared with 2005, the academic record increased substantially and the academic record dropped. Professional titles for the primary (34.0%) and intermediate (27.6%) level. The degree of specialization is high, mainly in the background of preventive medicine (33.5%) and medical specialization (33.2%). Conclusions We should increase efforts to ensure financial funding, establish a scientific concept of personnel, speed up the concept of updating personnel work, and establish a long-term mechanism for talent development planning.
