(一九五三年十二月十七日政務院第一百九十八次政務會議通過) 一、冬季生產工作是明年農業生產的極重要的準備步驟。在南方某些地區,冬季也還是重要的生產季節。一九五三年冬農村中工作任務雖然繁多,但仍須以農業生產工作作爲在農村中壓倒一切的中心,一切工作均須服務於發展生產的要求。例如在緊張的徵收公糧和收購糧食的任務中,也必須嚴格地貫徹中央所規定的政策。認真地運用說服教育的工作方法,並注意及時地安排羣衆冬季生産,必須做到既完成國家的糧食任務,又使農民的生產積極性得到鼓舞,做好一九五四年農業生產的各項準備,爲一九五四年的增産打下基礎。其他各項工作,也應以服務於農業生産爲中心,不能例外。當然這並不是說,在農村中除農業生產外,取消其他各項工作。一切必要的可行的經濟工作和政治工作仍應積極進行,不過這一切工作
