实施退耕还林工程是党中央、国务院为改善生态环境和促进经济社会可持续发展作出的重大战略决策。从近几年审计和审计调查的情况看,通过实施退耕还林工程,有效地改善了生态环境,促进了农村产业结构的调整,增加了农民收入,取得了显著成绩。但是,在退耕还林工程的实施和管理中仍然存在着一些不容忽视的问题。
