俄联邦政府通过了与哈萨克斯坦政府达成的关于石油中转运输的协议草案。俄副总理维克多·赫里斯琴科2002年6月4日受命以俄政府名义签署了该协议。协议规定,在利用管道及其它方式过境运输石油方面双方要在互惠基础上进行合作,并且考虑到相互的经济利益。俄方负责执行协议的是能源部,哈方是动力与矿产资源部。双方将在现行运输系统下保障长期经本国领土过境运输石油的可能
The Russian federal government passed a draft agreement with the Kazakh government on transit oil. Russian Deputy Prime Minister Victor H. Cristianchenko was ordered on June 4, 2002 to sign the agreement on behalf of the Russian government. The agreement stipulates that both parties should cooperate on the basis of reciprocity in the use of pipelines and other means of transit oil transportation and take into account their mutual economic interests. Russia is responsible for the implementation of the agreement is the Ministry of Energy, Kazakhstan is the Ministry of power and mineral resources. Under the existing transport system, both parties will guarantee the long-term transit of oil via their own territories
