十七大和十七届三中全会对统筹城乡党建作出了明确要求。事实上,近年来我们创新的许多党建工作,已体现出统筹城乡党建工作的一些特点,比如说三级联创、结对帮扶等,已初步形成了统筹城乡党建的基本框架,但在统筹方面还做的不够到位,没有建立起与之相适应的机制制度。要进一步推进城乡党建统筹发展,必须解决机制、载体和职责三个方面的问题。
The 17th CPC National Congress and the Third Plenary Session of the 17th Central Committee made clear demands on the party building in urban and rural areas as a whole. In fact, many of our innovative party building work in recent years has demonstrated some of the characteristics of planning the party building in both urban and rural areas. For instance, triple-level joint creation and twinning assistance have basically formed the basic framework for the overall planning of urban and rural party building. However, in terms of co-ordination Not enough done, there is no mechanism to adapt to it. In order to further push forward the overall development of party building in urban and rural areas, we must solve the three problems of the mechanism, carrier and responsibility.
