1995年12月,河南省方城县人宋来因养殖需要向博望镇财政所借款两万元,半年到期后推脱不还,被告上法庭。1996年11月,宋来还向博望镇农经站借款两万元,一年到期后也不归还,同样被告上法庭。2001年5月,方城县法院判决将其经营的养殖小区的房屋、鱼塘、果树等予以扣押,冻结其账户,每年只保留3万元至借款本息清偿完毕为止。
