本文结合社会主义市场经济理论,就新形势下区域卫生发展规划及其在加强政府对卫生事业的管理、合理配置卫生资源和促进卫生事业发展等方面的作用进行了探讨;围绕制定规划的指导思想、指标体系的建立、方法和步骤等进行了较为全面的论述;根据国内外有关学者的观点,提出了区域卫生发展规划系统工程目标树图;并就建立区域卫生发展规划编制和实施过程中的保障体系等问题提出了建议。
This article combines the theory of socialist market economy, discusses the regional health development plan under the new situation and its role in strengthening the government’s management of health services, rational allocation of health resources, and the promotion of the development of health services, etc.; The establishment of the indicator system, methods, and steps were discussed in more comprehensive terms; according to the opinions of scholars at home and abroad, the regional health development planning system project target tree map was proposed; and the process of establishment and implementation of the regional health development plan was established. Problems such as the security system made recommendations.
