本文通过阅读大量文献,梳理出理论界对公共服务及品牌的内涵界定,通过借鉴新公共管理的成熟理论,创造性提出借鉴已有成功企业的管理思想、质量服务理念等引入公共服务领域。本文试图通过整理服务质量、人力资源管理与公共服务品牌建设的关系,剖析我国政府公共服务品牌建设过程中面临的问题,翻阅相关案例,说明了建设公共服务品牌是我国政府管理改革亟需推进的一种重要方式,而人力资源管理是重中之重。因此就在建设政府公共服务品牌过程中人力资源管理方面提出了几点对策。
By reading a large amount of literature, this paper sorts out the definition of public service and brand connotation in the theoretical circle, draws lessons from the maturity theory of new public management and creatively draws on the management thought and quality service concept of successful enterprises to introduce into public service. This article tries to analyze the problems in the construction of government public service brand in our country by sorting out the relationship between service quality, human resource management and public service brand building. Through the relevant cases, it shows that constructing public service brand is urgently needed for the reform of government administration in our country. An important way, and human resources management is the top priority. So in the construction of government public service brand in the process of human resources management put forward several countermeasures.
