Sci-tech periodicals are an important part of science and technology work. It has the function of conveying scientific and technological information, promoting the exchange of scientific research achievements and advanced experiences, exploring academic issues, prospering the scientific undertaking and promoting the development of science and technology. Journals are also records of scientific and technological literature, to find and train scientific and technological personnel positions, but also shoulder the propaganda and implementation of the party’s and state policies of science and technology policy, an important mission for economic construction. Since the Third Plenary Session of the Eleventh Central Committee of the Party, knowledge has been respected, and science has taken seriously. Especially after the implementation of the scientific system and institutional reforms, the potential of scientific and technological personnel has come forward.
