通县地区是河北省,也是全国最早进行收集革命历史档案的地区,在1955年年底就結束了調查統計工作,收到历史文件书刊近三万件又三千余公斤。为弄清收集的文件情况,为集中工作作好准备,地委在6月下旬重点了解几个县。發現由于在1955年全国剛开始收集还缺乏經驗和县档案员的業务知识不够等原因,把一些不属于收集范圍的文件和书刊收集了起来,在区分全宗,保持来源方面也有不同程度的混乱現象。地委办公室根据这些情况与省委秘書处并和中央秘书局作了研究,認为这些問題如不解决,不但集中时浪费人力物力,同时更給將来档案館的整理和利用造成許多困难。因此决定各县把收集到的文件重新清理一次进行初步整理,并提出以下三方面的文件书刊,不需要向地委集中:(1)公开版的可以买到的
