(一)一九五一年幹部工作的任务一九五○年我們的幹部工作,随着整個建設工作的前進,會經有很大的收獲,一年來我們會大量的培養訓練提拔了幹部,以適应各種建設工作需要,我們曾进行了大规模的整風運動,使幹部在政策思想與作風上,從现有基礎上大大提高了一步,但是我們的收獲還遠赶不上形勢的需要,特别在今後日益發展的偉大的祖国建設任务面前,我們的幹部工作中還存在着以下的嚴重問題。一、幹部数量還極其缺乏全省政府系統幹部按編制缺额即有二九五四人,其中區以上主幹佔一九二一人佔總缺額的三分之二,全省縣長共缺六九人,佔縣長總数的三分之一。一九五一年由於工作需要各部門需要補充新幹部,僅商業廳等九個部門即須四四三○人,兩項合計共缺幹部七三八四人。一、幹部質量上,各种水平都很低,特别是區級以下幹部。
