The acquisition of knowledge of natural science begins with the search for laws. Is it different from the acquisition of knowledge of humanities and social sciences in the natural sciences from the beginning of the search for laws? This requires first of all to find out whether laws exist in the humanities and social sciences. As the last person of logical positivism, Heinz Engels argues that there are universal laws in humanities and social sciences. He proposed to apply “covering law ” to historical explanation, arousing a wide range of controversies in the philosophy of humanities and social sciences. This paper begins with Hemp ’s “covering law ” interpretation model and takes the rule - rule - the revision of the law as a clue, trying to find the answer to the question.
