近几年来,随着渔区改革深化和商品经济观念深入人心,沿海各地水产品出口创汇,得到较快发展,渔民收入有很大提高.海洋渔业正由单一捕捞向捕养加贸综合经营转变,海岛经济亦由传统的产品经济朝以出口创汇为导向的外向型经济转化.但是,由于种种原因,在沿海渔区部分地方,《渔业法》得不到有效的贯彻实施,各类水产资源,特别象石斑鱼、鲳鱼、鲤鱼、梭子蟹、海虾等浙江省出口拳头水产品种的资源被大量地人为杀伤,越来越成为一大突出的矛盾.
