近年来,伴随着全球气候谈判日益受到各国的重视,人们也意识到节能减排对于可持续发展的重要性。在国务院办公厅印发的《2014~2015年节能减排发展行动方案》中明确规定了节能减排的降碳指标和量化任务,要求到2020年,单位国内生产总值二氧化碳排放比2005年下降40%到45%。对于中国的电信运营商来说,出于社会责任和国家对通信行业的要求,通过新的节能技术和产品来建设绿色服务网络就成为当前的重要任务。
