1999年12月25日九届全国人大常委会第十三次会议通过了《全国人民代表大会常务委员会关于加强中央预算审查监督的决定》(以下简称《决定》),这是继1995年《中华人民共和国预算法》实施以来,全国人大常委会通过的关于加强预算审查监督的一个重要的有关法律问题的决定。这对于更好地履行宪法和法律赋予全国人大常委会的职责,贯彻依法治国的基本方略,规范预算行为,维护国家经济安全,促进我国社会主义民主和社会主义法制建设具有十分重要的意义。《决定》共十二条,主要包括以下方面的内容:
On December 25, 1999, the 13th meeting of the Standing Committee of the Ninth National People’s Congress passed the Decision of the Standing Committee of the National People’s Congress on Strengthening the Supervision and Examination of the Central Budgetary Review (hereinafter referred to as “the Decision”), following the “China Since the implementation of the Budget Law of the People’s Republic of China, the NPC Standing Committee has adopted a resolution on strengthening the budget review and supervision as an important legal issue.
