一、我国财政政策和宏观政策 逐步走向完善和成熟 1.1995年以前的财政形势和财政政策的评估。 改革开放后我国的经济是持续高速增长的,财政收支的(预算内)运行情况,基本上是良好的,但也存在严重的失衡和曲折。财政运行情况可以分为两个阶段分析:一段是1979—1995年间共17年,这一段时间的特征是财政收支占GDP的比重逐年下降;
