总公司科技局: 国家技术监督局已于1993年11月发布了新国家标准GB/T1.1—1993《标准化工作导则 第1单元:标准的起草与表述规则 第1部分 标准编写的基本规定》,并已于1995年1月1日起实施,同时代替原国家标准GB1.1—87《标准化工作导则 标准编写的基本规定》。 该标准是重要的基础标准,它适用于我国各级标准的编写。它的颁布是发展我国社会主义市场经济的需要,是我国标准化工作与国际市场接轨的需要。为贯彻执行好该项新国家标准,国家技术监督局先后发出了技监标函(1994)018号,(1994)061号文。 为使我总公司标准化工作适应市场经济发展的需要,并在更大程度上与国际接轨,同时使各级标准编写格式统一。从明年起,凡我总公司内编写的各级标准,均应按GB/T1.1—1993规定执行。为避免过渡期中出现混乱,现对有关问题提出如下意见:
Corporation Science and Technology Bureau: The State Bureau of Technical Supervision issued in November 1993 a new national standard GB/T1.1-1993 "Standardization Work Guide, Part 1: Standards for the drafting and presentation of standards Part 1 ”, and has been implemented since January 1, 1995, at the same time replace the original national standard GB1.1-87 “the basic rules for the preparation of standard work guidelines”. This standard is an important basic standard. It applies to the preparation of standards at all levels in China. Its promulgation is the need to develop China’s socialist market economy, and it is the need for China’s standardization work to meet the international market. In order to implement this new national standard, the State Bureau of Technical Supervision has issued the technical supervision standard letter (1994) No. 018, (1994) No. 061. In order to adapt my head office’s standardization work to meet the needs of market economy development, and to a greater extent with international standards, we have also standardized the formatting of standards at all levels. From next year, all levels of standards prepared by our head office shall be implemented according to GB/T1.1-1993. In order to avoid confusion during the transitional period, the following comments are made on the relevant issues:
