前言我们先对制定和实施压力容器、贮罐及管道系统检验程序建立一些一般准则。这个程序所要达到的目的是能建立起QA/QC(质量保证/质量控制)体系。该体系能保证全部压力容器、贮罐和管道系统以一定规律、及时和成本为基础,仔细地得到检验。它将明显地加强对劳工生命的远期规划的观念。此程序的用途是减少人员伤害、财产或生产损失及环境破坏的风险。这一切可由一个出乎意料的、灾难性的系统事故而产生。从减少风险因素的角度而言;其维护、修理和替换功能的可预测性得到了加强,也使QA/QC标准用于新系统得以保证。此外还达到了加强劳动保护长期决策的目的。考虑到以上目的,把所有的容器、贮罐和管道系统等,广义地称之为“系统”。计划和组织系统检验程度(SIP)的思考过程则可按以下阶段进行:
Preface We first establish some general guidelines for the development and implementation of inspection procedures for pressure vessels, storage tanks and piping systems. The purpose of this procedure is to establish a QA / QC (Quality Assurance / Quality Control) system. The system ensures that all pressure vessels, tanks and piping systems are carefully tested on a regular, timely and cost basis. It will obviously strengthen the concept of long-term planning of labor’s life. The purpose of this procedure is to reduce the risk of personal injury, property or production losses and environmental damage. All this can be caused by an unexpected, catastrophic system accident. In terms of reducing risk factors, the predictability of their maintenance, repair and replacement functions has been enhanced and the use of QA / QC standards for the new system has been assured. In addition, it has also achieved the purpose of strengthening long-term labor protection decision-making. In view of the above, all containers, tanks and piping systems are broadly referred to as “systems”.
