习主席指出,要把强军目标贯穿于部队建设的全过程和各领域,要坚持走以提高质量为核心的内涵式发展道路。近几年来,部队建设发展水平不断提高,尤其是基础设施、武器装备、信息化设备等硬件建设取得了历史性突破,但与之相对应的软实力建设不均衡、底蕴后劲不足的问题成为影响制约部队建设上层次上台阶的瓶颈性问题,要求各级必须改变发展思路和建设模式,集中力量抓好部队的内涵式发展。
