所谓弹劾制度,即对政府各级官吏徇私枉法、贪污贿赂及渎职等违法、违纪行为进行检举,并依法惩处的制度。在中国,弹劾制度是从秦代设置专司弹劾职能的御史大夫、监察御史开始建立的。弹劾违法失职的官吏,罢黜贪官污吏,可以维护国家法令的权威性和严肃性,可以有效地保证国家机器的正常运转,以及政令的贯彻执行。所以,历代统治者对弹劾制度的建立和完善都很重视。宋代的弹劾制度是在前代的基础上建立和完善起来的,是中国古代最具特色、最有代表性的弹劾制度。台谏官独立行使弹劾权宋代的弹劾权属于台谏官,即属于御史台和谏院的官员。御史台是宋代最高的监察机关,负责对全国各级官员的监督和弹劾。宋代,中央设御史台,设御史大夫1人为长官,御史中丞为副长官。但因御史大夫从未授人,所以御史中丞成为实际的长官。下设台院、殿院、察院三院,台院设侍御史1人,殿院设殿中侍御史1人,察院设监察御史6人。
