一九三○年十月,莆田中心县委在省委巡视员邓子恢的指导下,于莆田澳柄的虎井村召开了在闽中革命史上具有深远意义的扩大会议。会议决定:将莆田中心县委扩建为闽中特委;闽中地区实行土地革命和建立苏维埃政权;将地处交通要道、离城较近的澳柄根据地转移至莆田东北部的偏僻山区——外坑。一九三○年十二月九日,闽中第一个苏维埃政府在莆田外坑成立了。
In October 1930, under the guidance of Deng Zicui, a provincial inspector, the Putian Central County Party Committee held an enlarged meeting of far-reaching significance in the history of the Minzhong revolution in Hujing Village, Aoshen, Putian. The meeting decided: Putian center county committee will be expanded to special committee of Central Fujian Province; Minzhong area of the implementation of the agrarian revolution and the establishment of the Soviet regime; will be located in the traffic arteries, closer to the city of Ao base transferred to Putian northeast of the remote mountainous areas - Outside the pit. On December 9, 1930, the first Soviet government in Central Fujian was established in the outer pit of Putian.
