目前,我国已进入改革向纵深发展的新的历史时期。新的形势给人大工作提出了新的任务,也对各级党委如何加强和改进对人大工作的领导,提出了新的要求。在新形势下,各级党委对加强人大工作的领导的认识只能深化不能淡化。有人认为,人大是国家权力机关,该怎样工作法律有规定,党委可以少问。也有人认为,现在搞市场经济,各方面都在探索,党委对人大的要求也不要过高。这些认识是不全面的。我们党是执政的党,党的执政地位是通过党对国家政权机关的领导来实现的。党对人大工作的领导既是党的执政地位的需要,也是新形势下国家权力机关充分发挥作用的保证。在建立社会主义市场经济体制的过程中,各级人大不仅任务繁重,责任重大,而且行使职权中面临许多新情况、新问题,只有加强党的领导,才能使人大紧紧围绕党的中心任务,认真行使法律赋予的职权,充分发挥作用。

During the process of establishing a socialist market economic system, the people’s congresses at all levels are not only burdensome and have a heavy responsibility, but also face many new situations and problems in their exercise of their powers.
