议榔是南方一些少数民族特有的传统社会制度,以往学者往往把苗族、布依族作为议榔制度的研究对象,殊不知水族也曾长时间存在议榔、榔约与榔规,并具有其完整性、有效性与民族性。作为民族传统文化的制度层面,议榔对水族群众的生产、生活、内部团结产生过重要影响,对推动社会进步起到积极作用。对于当今民族地区的和谐发展,也具有重要的借鉴意义。
