改革前的四川省宜宾市南溪县,刑侦工作没有得到足够的重视,办案经费紧缺,技术装备、基础设施严重滞后,刑侦部门战斗力、攻坚克难能力低下,刑事案件发案数居高不下,破案数连续下滑,全县刑侦工作处于被动局面。特别是2002年底,单在县城就连续发生5起凶杀案,其中包括3 起在校学生被杀案,导致整个县城人心惶惶,老百姓怨声载道,县委、政府、人大、政协均对公安机关的战斗力提出了质疑。而另一方面,由于工作繁重、待遇极低,刑侦部门内部人心涣散,2002年11月,南溪县公安局进行全员“双聘”时, 仅有6人自荐到刑警大队工作(其中还包括4名只能应聘刑侦部门的刑事技术人员)。南溪县刑侦工作乃至整个公安工作都处在内忧外患之中。改革后的南溪,刑侦工作的特殊地位和作用得到了充分的肯定,“打击犯罪是公安机关主责”的定位深入人心。刑侦工作的科技含量大幅提升,刑侦信息化建设得到了跨越式的发展,基础工作得到加强,工作机制日趋完善,一只敢打硬仗、善打硬仗、攻坚克难的精锐之师正在为南溪的社会治安稳定做出越来越大的贡献。改革后的2003、2004年,与改革前的 2001、2002年相比,南溪县取得了破案绝对数上升20．6％、打击处理数上升41．7％,发案数下降18．4％(其中重大恶性案件下降25．5％)和12起命案全破的好成绩。人民群众安全感明显上升,社会治安状况得到了明显改善,公安工作得到了县委、政府、人大、政协和广大人民群众的充分肯定。2004年底,在人大及社会各界对刑侦工作的评议中,满意度达到了96．7％, 比改革前的2002年上升了两倍多。两年“改革”改出了一个“平安南溪”,两年“改革”改出了一方安宁。

The scientific and technological content of the criminal investigation work has been greatly improved. The construction of criminal investigation informationization has been leapfrogged. The basic work has been strengthened and the working mechanism has been perfected. After the reform in 2003 and 2004, compared with 2001 and 2002 before the reform, the absolute number of crimes solved in Nanxi County increased by 20.6%, the number of crackdowns increased by 41.7% and the number of crimes decreased by 18.4% (25.5% of which dropped major malpractices) and 12 good results in all cases of murder. At the end of 2004, satisfaction with the NPC and other sectors of the community about criminal investigation was 96.7%, more than tripling from 2002 before the reform. Two years of “reform” changed a “safe Nanxi”, two years of “reform” has changed the peace of one side.
