一、着重突破部门、地方所有制“三不变”的束缚,理顺计划单列体制,将实行全国单列。二、建立有竞争机制的领导体制:1.由国家或省设立派出机构——董事会或管委会,实行对计划单列的企业集团的领导;2.股份制,核心企业实行董事会领导下的总经理负责制;3.全民所有制核心企业可实行董事会或管委会领导下的总经理负责制。三、给予试点企业集团一定的金融手段。根据中国人民银行的有关规定,符合条件的企业集团可成立财务公司,在企业集团内部融通资金,经营股份和存贷等业务;经批准可以在国内外发行债
