近日,海南省人民政府出台了《海南省政府关于进一步做好新形势下就业创业工作的意见》,允许事业单位专业技术人员在职或离岗创业。所谓在职创业,即经过单位同意,在不影响工作,不损害单位集体利益,并且符合相关法律法规及政策规定的前提下进行创业。所谓离岗创业,即经过原单位同意,自签订离岗创业协议之日起3年内保留人事关系,与原单位其他在岗人员同等享有参加职称评聘、岗位等级晋升和社会保险等方面的权利。
