公开是民主的前提。加强农村基层民主管理,健全民主法制建设,一项主要的内容就是要落实好村务公开。近年来,农村不少地方对村务公开工作进行了有益的探索,取得了显著的效果,得到了民心的拥护。但个别地方、相当一部分干部在村务公开问题上迫于形势,疲于应付,甚至遮遮掩掩,躲躲闪闪,唱跑了村务公开的“调”。
Openness is a prerequisite for democracy. One of the main contents of strengthening democratic management at the grass-roots level in rural areas and perfecting the building of a democracy and the legal system is to make the village affairs open. In recent years, quite a few places in rural areas have made useful explorations on the open work of village affairs and have achieved remarkable results, gaining the support of the people. However, in some places, a considerable number of cadres are forced by the situation on the issue of village affairs and are struggling to cope with them. They even hide their secrets and dodge their voices and sing their songs.
