主席、各位委员:福建工作情况,张鼎丞主席在华东军政委员会第一次会议上已经报告过了,我现在将最近三个月来的情况报告一下:(一)近三个月来福建工作已有显著的进展,各方面工作开始走上了轨道。剿匪方面二、三两个月份消灭数十股土匪八千余人,(并前已消灭土匪二万余人)。在榕、厦二市及泉州、漳州、福安诸地大批破获特务,因而社会秩序较前安定了。全省六十七个县(金门、东山两县除外)区以上人民政府业已建立,部份地区废除了保甲制度,开始改造乡村政权。除边没区外将近有五十个县及榕、厦二市普通召开了各界人民代表会议,尚未开的正在准备开。许多县区并召开了农民代表会议:由于各界人民代表会议及农民代表会的召开,人民政府与各阶层人民的联系更加密切了。生
