新中国成立后,聂荣臻元帅长期负责国防科技工作,在他的领导下,摸索出一条具有中国特色的国防科技工业道路。主要经验有:处理好立足现实与奋发图强的关系,制定正确的国防科技工业发展规划;以自力更生为主,争取外援为辅,独立自主进行国防科技建设;缩短战线,突出重点,合理调整科技战略部署;开展技术民主,确立技术责任制,形成良好的科技研究风气;坚持人才为本的原则,对知识分子亲切关怀、热情支持、积极培养。
After the founding of New China, Marshal Nie Rongzhen has long been responsible for the national defense science and technology work. Under his leadership, he has worked out a road of national defense science and technology with Chinese characteristics. The main experience is: to properly handle the relationship between reality and struggling economy and draw up a correct plan for the development of the national defense science and technology industry; to make efforts mainly based on self-reliance and seeking foreign assistance; to independently carry out the construction of national defense science and technology; to shorten the front line, give prominence to the key points and reasonably adjust the strategic deployment of science and technology; Carry out technical democracy, establish a technical responsibility system and form a good atmosphere for scientific and technological research. Adhere to the principle of talent based on sincerity, cherish the enthusiastic support and actively develop the intellectuals.
