良好的土地条件是实现农业现代化的基础,我省5758万亩耕地,70％以上是山原坡耕地,地面坡度大,水土流失严重,地力日益减退,产量低而不稳,很不适应农业现代化的需要,亟待改造。根据当前的情况和条件,主要是采取有效措施减缓或消除地面坡度,进而改良土壤结构,提高土壤肥力,增加土地抗御灾害的能力,为用现代化科学技术和管理方法来武装和管理农业,为大幅度提高土地利用率、土地生产率和劳动生产率创造条件。为此,我们试就陕西省的坡耕地改造与农业现代化的关系,以及坡耕地改造措施和方略作一论述,以便引起各有关方面的重视和参考。
