“顺风车”在方便乘车人、缓解城市交通压力、节约资源等方面发挥了好作用。而它面临的尴尬主要在“有偿”二字。从交管部门的角度说,有偿顺风车就是非法营运。在国外,顺风搭车现象比较普遍,但车主—般不向搭车者收取费用。国内的一些顺风车车主向搭乘者收取—些油费,或搭乘者主动要付部分油费,都属于没有办理任何证件的交易行为,干扰了正常的客运市场,是有关规定所不允许的。既然搭车的过程中存在金钱交易,也没有纳税,实际上就是“变相黑车”。
