由於過去革命战争在農村、分散的环境中和持久的條件下進行、機關生产曾经超過它推动生產、支援战争的一定的積極作用,并解决了當時各单位工作人員生活上的不少困难。但這种需要,自從革命戰爭取得了全國胜利以后,業已逐漸減少,而機關生產的分散和盲目性,對於國家經济的集中和計划性说來,又已發生抵觸,尤其是资產階級思想的侵蝕,致使許多国家工作人员分散精力,沉溺於機關生產之中,追逐利潤,贪图享受,引起嚴重的貪污、浪费現象,這更成为目前全國反貪污、反浪费、反官僚主義鬥爭中最普遍而必須解决的問題。基於這些一原因,中央人民政府政務院現决定結束機開生產,并規定辦法加下:
