发展轻工业是优化工业结构、建设农业强省、振兴湖南经济的重要一环。而发展轻工业的当务之急,是要从我省轻工行业的实际出发,实行政企公开,政资分开,理顺国有资产所有权和法人财产权之间的关系,建立产权明晰的轻工国有资产运营体系,提高国有资产运营的集中度,提高国有资产重组效益。一、当前我省轻工的“散、小、差”状况,实际上是国有资产经营“散、小、差”的突出反映湖南轻工业“散、小、差”的现象,比较突出。全行业缺少在全国具有领先地位的龙头企业和拳头产品,也缺少对全省经济起支撑作用的大公司、大集团。中小企业占到行业的90%以上。这表面上是一个企业组织结构问题,实质上是国有资产经营散小差的突出反映。
