由于市场经济登陆较晚,长春市长期形成国企独大,大企业独大格局,以民营经济为主体的非公有制经济发育先天不足,对体制和资源的过度依赖,造成了创业文化缺失,创业意识不强,体制上、政策上存在着各种障碍,造成发展坏境不优,扶持力度不够等,突出表现在市场竞争激烈、融资困难,人才短缺三方面,为解决上述问题,笔者对吉林省社会科学院与省社情民意调查中心的调查问卷深入分析,进而提出相应建议和措施。
