民国时期社会保障类图书出版已呈“勃兴”之势,出版主题随着历史变迁也不断变更。民国北京政府时期,社会保障类图书出版的主题不出救灾、救济、慈善等传统社会救济之范围;南京国民政府成立后,传统社会救济被赋予现代社会保障的意涵,社会保险成为图书出版的新主题;抗战爆发后,随着国民政府社会部的成立,传统社会救济完全被社会福利、社会安全等现代理念所吸纳并取代,社会福利、社会安全成为图书出版的新主题。考察民国时期社会保障类图书出版的历史脉络和主题变更,不难发现中国近代以来社会保障理念嬗变之端倪。
During the period of the Republic of China, the publication of social security books has been on the rise and the theme of publication has been changing with the changes of history. After the establishment of the Nanjing National Government, the traditional social relief was endowed with the meaning of modern social security, and social insurance became the book publishing. During the period of the Peking government in the Republic of China, the theme of the publication of social security books was out of the range of traditional social relief such as relief, relief and charity. After the outbreak of the War of Resistance Against Japan (ICRC), with the establishment of the Ministry of Social Affairs of the National Government, traditional social relief was completely absorbed and replaced by modern concepts of social welfare and social security. Social welfare and social security became the new topics of book publishing. When examining the historical context and theme changes of the social security books published during the Republic of China, it is not difficult to find out the evolution of the concept of social security in modern China.
